I would suggest selling the bullets and buying factory loaded ammo.
Shooting ammo loaded by someone you don't know is a roll of the dice and not worth any few dollars you might save.

UNLESS you know someone that reloads, and is willing to show you
how. Their equipment, your labor, and you get at least a start at a
new skill.
FWIW, If someone is loading ammo for profit, legally they must have
a 06 FFL, be registered with ITAR, and pay a 11% tax on all ammo loaded
unless it's in customer supplied cases.
I suggest you contact a professional commercial manufacturer. There are a number of them out there that will do custom loads. They will pay the excise, and it will be done in a licensed facility, and more importantly they will have insurance that will cover damage if the ammunition is loaded incorrectly.
