I am one, but only on a UN-offical level. Not licensed or insured. I do electrical on show sites. Single and three phase power. I have changed out panels before. It's actually pretty easy. Almost DIY. Just want to make sure the mains are off LOL....
When I was in your position, I contacted a few people on Craigslist. The highest quote I got was 1900, the lowest was 1100.
I went with the 1100 guy for a few reasons:
Price (but sometimes you get what you pay for).
He was low on jobs at the time and just needed work so it was not a quality issue + he was a small business without the high overhead of some of the larger companies.
Regardless of the job done, with electrical there is always an inspection that has to be passed.

I'm an electrician myself, but I've been out of the field, in the office for 10 years now. I work for one of the 'big' contractors in the PDX Metro area. We're fully licensed, bonded and insured. We won't be the cheapest, but I can put you in touch with the service dept. if you would like an estimate on your scope of work - they won't charge you to do an estimate. PM me if you want me get them your contact info.
Otherwise, start calling some contractors and getting some bids. You really need to get a feel for what the total cost of work will be. I've heard good things about Bear Electric from some residential folks that have had some work done. Unfortunately, based on your requirements, I'd say it's going to be unlikely that you'll find a discount contractor that can assist on your terms.
