A law cannot be finalized without process...

You would think a law without process or the ability to satisfy it would be null and void, but that's not how it works. A law "can" be on the books, legally binding, and not enacted/enforced or satisfiable. Heck, it can even be in direct violation of the constitution... both state and federal... and illegal. It's still law.
