wouldn't have mattered much. hanauer, gates, ballmer, etc. all poured millions into the campaign. with the NRA doing very little.

better approach would be to prohibit per-signature payment for signature collectors, limit it to hourly pay. or prohibit payment of signature collectors altogether. then initiatives would be truly organic, rather than corporate.
