I was born in Oregon and lived there for 45 years. I currently live in SE Washington. To acquire a WA concealed carry license I went to the Sheriff's Office, got fingerprinted, filled out a one-page application, and payed $42.
Because I have a lot of family in Oregon (all over the state), and I do a lot of work in the NE corner, I want to acquire a concealed carry license. The application is 7 pages. I have to prove US citizenship, take a safety course, call to make an appointment, provide a valid reason for carrying concealed, and then drive 70 miles to even apply. All said and done I'll spend $250, with no guarantee I'll get it.
My birth state is nothing but a joke now ! How the courts can allow such a horrible abuse of the Second Amendment is deplorable. The only question left to be answered is will Jesus come back before the civil war starts.

Washington recognizes Utah's CHL. For Utah, you have to take a class that meets their requirements and then just mail them your application and fingerprints and some cash. I want to say they took the full 90 days allotted to them legally to get me my permit, but I got it with no hassle. Oregon + Arizona + Utah and you're good to go in a big chunk of the country, and there's pretty much no BS with getting any of those.

Weird, I don't actually "Live" in Oregon, and All I had to do was visit my friendly Marion County Sheriffs office, fill out a page worth of paperwork, pay a nominal fee, have my prints taken and smile for the pretty lady doing the paperwork, 27 days later I had a brand new shiny in the mailbox and We were good to go! Fast forward to renewal time and it was a carbon copy of the first visit! Not a problem at all!
I wonder if you happen to have one of Oregon's few anti Sheriffs offices your dealing with? That;s the only reason I can think of, as Oregon is a Shall Issue state, and shouldn't have any reason to make you go through all that!

as much as i dislike having to pay for permission to carry, marion county sheriffs office is pretty easy. fill out a 2 page application, tale a class, and schedule an appt online and youre done. its like $60 plus the $50ish for the course. the course is a 1 time thing

yes, clack county sheriffs office was much easier for my WA license. go there, fill out app, pay, leave.

When I got my Idaho non-resident enhanced permit at their DMV, the guy in line in front of me trying to renew his license was a felon, testing the limits of stupidity.
Getting my WA carry permit in Pullman, you had to buzz through two doors to get to the photo room, which happened to be the same as the booking room. Oh. I asked the clerk, "how many people come through here to get a permit and have outstanding warrants?" She said at least one a month. Oops.

Actually, Colorado recognizes many states, but only if you are a resident of the state that issued the permit - thus, a Utah permit is only good for people who live in Utah.

This is required for all new CHL permit licenses in Oregon I believe, plus finger prints and who knows what else - it IS a pain in the hiney.

Oregon CHL renewals in Washington County are easy: print form found online, fill it out at home with pen, make appointment online, bring form plus old CHL and driver's license, pay $50, get photo taken, and they print and give you the new license within 5 minutes of getting your photo taken. Whole thing took ~15 minutes. And yes, we should not be required to have one - vote Trump for better SC judges!

Columbia County are 2A friendly. I know it costs a little, but it's worth it. There's an Oregon Sheriffs online course available that they recommend. And if you aren't ex-military, an NRA firearms safety course would be in your best interest, as its accepted everywhere. I'm glad I took the time to obtain mine. I often visit relatives and attend gun shows in Oregon with guns and cash, so I prefer to carry my firearm for self defense reasons. Just bite the bullet. It's worth it.

Oregon is a shall issue state. My county was very basic in the process, as I am told others also. Some folks even take an online cert. course which is recognized by oregon counties.
Have yet to here of a 7 page application, needing a valid reason...
OP, are you certain you are talking Oregon??? granted, our politics are askew, but we have not lost any CC rights that I am aware of yet.

Yeah, change counties. Clackamas has historically been a pain but Washington County and from what I hear, Marion County is way more flexible.

I've researched other counties and it appears that Umatilla County, where I'm going, is a lot tougher that a lot of other counties. No where on their website does it say Oregon is a Shall Issue state. If I had know that I probably wouldn't have gotten so worked up. I have taken the Sheriff's Association's safety course ($55). Next up I have to obtain my birth certificate, which could be a chore, since they won't accept copies and I was born 65 years ago. According to Josephine County's website I'll have to pay another $60 if they can find it. Some say don't worry about it and just carry but I don't want to break any laws. I do a lot of volunteer work in two different prisons here in WA and don't want to lose that. Sorry for the rant earlier. Frustration with how these Socialist forms of government do things, as opposed to how I grew up, can wear on an old man I guess.

Man.. .I had to get a copy of my Birth Certificate a while back. I was born in Sunnyside General Hospital in Sunnyside, WA back in '63. The process SERIOUSLY makes me question all of the other security protocols that are out there. I kid you not, I called them, they asked for my mothers maiden name and I think place of birth (all public record stuff) and sent it to me in the mail. WTH??

Oregon is "shall issue" for Oregon residents only, "may issue" for non-residents. The "valid reason" is also only for non-residents and is up to the Sheriff to decide if your reason is acceptable.
Non-Residents can apply in any county, residents must apply in their home county.
A passport should serve as proof of citizenship if you have one.
Multnomah county was very easy for me. A simple letter stating I had a rental house in Portland and business took me into Oregon frequently was enough reason. Listen to a retired cop tell stories for three hours to get the training certificate ($35). Get form online like stated above, front and back of one page as I recall. No appointment, just show up on the day they process CHLs. Photo, fingerprints, pay the money and get it in the mail in about three weeks.

^^^ This. I wondered about the diff with a Non-resident because it is so easy for the wife and I here in Union County.

OP, hang in there... sounds like you have valid reasons for carry. If turned down, you can always apply here. We're not far.

BTW, Umatilla is a high crime county (drug trade/crime there is reason enough), maybe the Sheriff there is a bit "gun-shy". I wonder if he's not a native to the area?

Umatilla County is a pretty gun friendly place. If I recall correctly, we voted to make a gun sanctuary county (or some such wording that I am sure I getting wrong now) a couple of years ago and I know the sheriff was all for it. According to my research, the crime rate is lower than the state average also.

I understand the OP frustration but pretty much sounds like the same process I had to go through to get my permit as an OR resident. I believe the safety course is required for any OR permit. Proof of citizenship is required for just about everything now, drivers license, passport, etc. If you didn't need a state issued birth certificate the last time you renewed your drivers license, I bet you will the next time. Going to be hard to get on an airplane pretty soon without an enhanced DL or a passport.

The app. used to be 2 pages . Oregon has always required a safety class . my last renewal 7 to 10 pages. which was new. and a pain since my old eyes don't see that well for reading now days. I don't see what the lefty's are crying about. Oregon has always required a certified class ,references, and does not have reciprocity with other states. that is far more requirements than many other states. Depending on the county you applied in might make a difference..i would not be surprised if the current administration jacks the price up to a rate that the blue collar folks cant afford.
