I don't believe non FFL holders can ship stripped lowers to a FFL as they fall under the law of a pistol unless assembled into a full firearm. If I am wrong please let me know. I have shipped lots of rifles, but have no experience with shipping lowers.

As long as they are shipped to an FFL it is just fine. I been shipping a lot of pistols and rifles lately.
