Oregon 80% lower laws in Or

I've been doing a lot of research into what I need and how to build my first ar-10/lr 308. I know under federal law a 80 lower isn't a firearm and you don't need to serialize a lower, but while I was checking the laws in Oregon. I saw SB 978 and what some it said (If you've made a firearm out of an "80%" lower there is no provision for adding a serial number yourself. The possession of any of these finished guns will be a felony. If you currently possess any 80% lowers each one is a Class C felony.) Which isn't very helpful and I'm hoping that someone can help me with this.

On June 30th 2020, the Oregon Legislature adjourned Sine Die from the 2019 Legislative Session, resulting in omnibus gun control Senate Bill 978 being officially defeated.
