No. They are not the same. The M855A1 has a solid copper bullet. The one you just listed is the more traditional copper-jacketed lead. The M855A1 has the nickname "green" bullet, in reference to the absence of lead.

test have shown it to have better penetrating power then the 7.62x51mm

I'll wait for M855A1. it's supposed to completely replace the old stuff so it will be manufactured in large bulk quantities so it should be a lot cheaper.
