Far as I know at least one shelter here still has a deal like this. They have what they call "Barn Cats". Its the same thing. They take feral turn ins, spay or neuter, then send them off on the cheap to people who will take them for rodent control. Have known several who use these. Cats live a happy life as they have a place to live and free food for life. They do eliminate the rodents. Normally will not eat them since they have food but leave the dead around to show the owners they are earning their keep. :D
Some of them even become somewhat friendly with their owners but nothing like what people think of as "house cats". Once they go feral its rare for them to ever become like "pets".
 
I notice that our cats don't eat the mammalian pests they kill either, but they sure do like killing them.

Max the Panther got the vole that has been doing damage to the flower beds in front of the porch, and left it unmutilated.

1,000 cats "in the last decade." That averages 100 cats a year. Over how many square miles? Given the average lifespan of feral cats, they can't be building up a population. Especially since they have been neutered.
