Bought new by me. Loaded maybe 200 rounds at most. Lightly used and shows little wear.
You can use this loader with only a mallet to reload ammo, in the field, at the range, or in the shop.
I own a dozen Lee Loaders for hand guns and rifles that I keep because they work in a pinch.

Does anyone have any experience with purchasing a muzzle loader or modern firearm from a country overseas? Specifically the UK? I am not certain if it can be done, or if it is impossible with todays regulatory hurdles.
