This range is located in a river flood plain. Therefore, it operates seasonally. When the big rains start, water collects on the range which can cause ricochets into the populated hills beyond. So the range usually closes down in October or early November and doesn't open back up again until maybe April or thereabouts. If in doubt, call ahead to their number to see if they are open.
