De-illuminated bullseye means what?

After clicking the Forums tab at the top of the page, the next page comes up with a list of all of the forums on the site.
The column of bullseyes in front of each forum is highlighted (red and white rings), except for two forums.
The bullseyes for The Den and Northwest Firearms Announcements are grayed out.
What does that mean? TIA
