They must not have got the memo. This is the problem nowadays when people don't have full access to the radio, TV, newspapers and books. If we can make these things more fully available, then innocent citizens like Jaiqail would not unknowingly have broken the law.

They can't do that, sorry @Joe Link, this is illegal and there are laws against it. Criminals should know there are these laws and can not break them. We need to better educate criminals so they wont break future laws. Maybe we need to pass more laws making what is illegal more illegal for everyone...not just criminals that will work ..
