Default Winchester model 70 bolt opens in all three safety positions. Bad?

I have a post 64 Winchester model 70 300 win mag that the bolt opens in all three safety positions. Not sure of the problem, is does not fire when on safe and no other problems that I am aware of. Looking for advice, or of anyone with the same problem and how to fix it.
    Thanks

I have a post 64 Win. 70. Not sure what's causing your problem, but that ain't supposed to happen. I would suggest you seek out a good gunsmith.

Question, with the rifle UNLOADED, will the firing pin fire with the safety in 3rd (safety all the way off) position? Will it fire in the 2nd position (should be able to cyle the bolt, but it should not fire)? Will it fire in 1st position (safety all the way on and the bolt can not be cycled)?
