Not able to start new thread in classified section

As subject line implies, I am unable to start a new thread in classified section, is there something wrong with webpage or is my account messed up...

Go to FORUM-> HANDGUNS-> (or whatever heading you want) then press post new thread. Then you can specify OR,WA,ID.

Tried that, it just acts like im searching the handgun classified section for Oregon, wont allow me to post, and theres no tab that says "Forum Actions"

Don't select OR. Just select Handgun classifieds.
