    Nope.

    Flare launcher is just that. It is not considered a firearm.

    It is not a firearm. ATF has no regulations on them. You can do with it as you choose. You can even mount it to its own stock.

    The only semi exception to this is you can not fire any lethal round out of them. For example they make adapters to used 12ga flares in these. If you were to load a standard 12ga round in it then it would be illegal unless you register the launcher in the NFA with the ATF.

    Here are a couple links with info in them for you;
    http://www.imfdb.org/wiki/Cobray_37mm_Launcher
    http://37mm.com/
    http://en.wikipedia.org/wiki/TBL-37

    Yes 40mm IS considered an NFA item.

    IIRC (but dont quote me on this) a 37mm (like Spikes) launcher is a-ok, while a 40mm is a DD and needs the NFA treatment.
    Would attach to any rifle/setup that has a bottom rail.
    There's some good info out there if you search for '37mm' like on 37mm.com or Mr 37mm

    Main difference between the two is not the 3mm bore size difference but the 6R rifling in the 40mm barrel.

    A flare does not require 3750 RPM's to arm.
