Pretty sure the answer is no. I am not sure about the laws regarding transport THROUGH a state where SBRs are illegal if it stays in a locked case though, but if you are going there to shoot it that may be different. Go grab a non-NFA lower for your 16" upper.
unless a given state's law is wacky, yes, you're good to go.
WA, for instance, only recognizes an SBR as any rifle with a barrel less than 16"... that's the only criteria, and they don't give a flying fudge what endorsements the lower might have.
likewise, the moment you take a short barrel off a short barreled rifle, it is no longer considered an SBR by the ATF- this info is in their FAQ section on the ATF NFA website. i strongly suggest reading up there.
