Is this open to the public, or just PSU students/faculty?

I'm guessing it is open to the public. The sign made no mention otherwise. There's usually events like that at most universities in the evening. They have good areas for people to gather.

Looks like it is open to all students, and it is in the Smith Center, so you will be welcomed without any credentials.

Standing on Broadway under the "Let Knowledge Serve the City" pedestrian bridge, go West and turn left into the Smith Center. Walk up to the third floor and expect signage directing you into the lecture.

This I do not know, but as someone else stated I doubt you will have to present credentials.
It appears to be an open-event.

Free guns? Sweet! I likes me some free guns.
