That makes sense in Washington and Oregon, both of which are "shall issue" CCW permit states. It is relatively easy to get a CCW permit in Washington and Oregon, as it is in most of the United States.
Things are very different in California, which is why most of the open carry activism is occurring there. California is one of the few remaining "may issue" CCW states, which means you have to prove to the local CLEO (chief law enforcement officer) that you have "good cause" to want a CCW permit. In the rural areas of California it is like Washington and Oregon, but in the urban areas where the vast majority of Californians live the CLEOs have decided that no cause is good enough, so they routinely reject all applications for CCW permits (unless you are a political VIP, Hollywood celebrity, or $$$ contributor to the sheriff's re-election campaign).

Loaded open carry is banned, CCW permits are unobtainable for most Californians, so those who want to carry have no other choice than unloaded open carry (UOC) or locked unloaded concealed carry (LUCC). Most would love to get a CCW permit and carry concealed, but that just isn't an option. Part of the open carriers' strategy is to upset enough people so they will demand a loosening of the CCW permit situation, so those scary upsetting guns will be kept out of sight. That strategy has backfired, leading not to more availability of CCW permits but instead to attempts to ban UOC.

beast. Once I can afford it, i'll buy a 3rd gen 5.7 cummins, right before they switched to 6.7, and make that my daily driver, and turn mine into a nasty sleeper, lol. That's the plan atleast, we'll see if the money agrees with me by then.
