The only 'year-round' hunting for birds that you will find is at a pay-to-play game reserve. Plan on spending about $20 per bird, plus tips for the guides. Other than that, you'll have to wait for Fall.
Year round, the starling and the English sparrow are two non-native species that can be taken. Never tried to eat one though, although Ive eaten plenty of crow without pulling a trigger.
