what does it mean?

Its a 'Saiga thing' .

That is the logo of the Izhmash (Izhevsk) factory in Russia that produces among other things the Saiga line of rifles and shotguns. The five stylized letters spell out Izhmash in Cyrillic. The arrow-in-triangle has been the factory's symbol for decades. This logo is stamped on their products.

I was interested in just the Izhmash triangle with arrow in white say 3" tall. Is that possible, if so how much with shipping to NC?

You could buy a large Izmash decal & just use the center.
It would be 19.99 shipped.

There's not enough demand for me to have just have a run of the triangle.

No problem, what is the height of the triangle?

Just under 4 inches

Is the 18" the only size you have?

I have a 6"x1", but that's only included free with my services.
Reason being, the darn things cost the same to have made as the 18" due to it being harder for my supplier to weed out the background without messing up the good parts of the die-cut decals.
