I was thinking Ranier since it is local but if someone has a better idea, i'm interested. I need a few thousand 45, 9mm ans 223.
Precision delta bullets seem to be some of the most affordable. For 230gr FMJ .45acp is $116 shipped. I belive from them you need to order in multiples of 2000. That being said, I might be interested in going in on some.

You will probably be able to get precision delta or zero bullets for the same price as Rainier, and they will be jacketed instead of plated.

FYI: The last "Group Purchase" I did from Rainier was not very favorable. The prices where good, but it took 3 months to recieve the 45acps and over 8 month to get the 9mms. By the time I recieved them, I forgot that I had bought them. It might have just been my own "Bad Luck". I never seem to have very good luck when it comes to ordering anything.

I have emailed them for info, they responded quickly, and they seem super easy to deal with and 'down to earth'
A few years back I organized a group buy not through this board. It turned out very favorable. We used Western Bullets (now called xtreme bullets) The savings was not so much in the price of the bullets but was in the shipping. If I recall I had over 1000lbs of bullets which was shipped freight which ended up around a 25% to 30% savings in the overall cost if I remember
The only bad part is I fronted all the money but the group that participated all came through with their commitment to purchase. All ended good
It was also good to purchase different grains of bullets to expirement because of the cost savings
I was checking Midwayusa's latest flyer and see they have a sale on Rainier Ballistic bullets.
My recommendation (take it for what it's worth) is to shop Rainier's at Midwayusa and full metal jackets at Precision delta for the best prices. I like Precision Delta because they include freight and at least on 9mm they are more competitive than Midwayusa.
Those our my conclusions based on giving it lots of capitalistic thought. Even if a group buy was done purely on goodwill I would question whether anyone would save money and almost certain the person heading it up and distributing would lose. Bullets tie up a lot of capital.
