Do black powder pistols have to be transferred through an FFL for out of state?

Well it is a cap & ball style no as the ATF does not consider them firearms.

Under the United States Gun Control Act of 1968, antique firearms and replicas are largely exempted from the aforementioned restrictions. No. They can be mailed direct to whomever via ups or usps. I've bought several from cabelas over the years and they are shipped right to my house.

Basically someone told me that Washington State recently changed the black powder gun laws so that pistols and rifles are treated the same as modern weapons.

Is this hot air or fact?

Sorry, don't know if wash. has changed laws. You used to be able to ship to most states dirrectly via ups or usps.

That is the way California is, or at least, if its not now, soon will be.
