As a WA resident you can only purchase a long gun through a registered FFL and yes paper work will be done.

If you are trying to buy it from a private party it is illegal as you are not a OR resident.

    Federal law.

You can only buy FTF in your own state.

You can only buy long guns at an FFL out of state. Yes you can do a "private sale" if you do a transfer at an FFL and do the 4473.

You can NOT buy a pistol out of state but you can have a pistol out of state shipped to a dealer in your state for transfer.

now that the WA DOR is cracking down you probably will pay the lawfully required use tax on the sale, including the shipping.
